Testimony by TBHL asserting that any Medicaid redesign must follow some key guiding principles, at minimum:
1) Benefits and eligibility levels must be maintained.
2) Safety-net providers that serve low-income communities must be protected.
3) Medicaid reimbursement policies must emphasize community-based primary and preventive care.
Also the suggestion form on the Health Department website must be translated into the major languages spoken in New York State.
